Ruby Rose: 2

Werewolf:

Speed equal

It's full moon.

(The fear manip can't really kill people who aren't cowardly by nature, and it needs to be used in a prolonged manner for that to happen anyways)

Iirc they shouldn't be Building level+ without a calc
Your average lightning bolt can contain from 1 billion to 10 billion joules.

Vampires can slap Sim who are far above that.

Werewolfs, while starved and minutes away from passing out due to lack of sleep, can defeat vampires ten times out of ten.

I mean this really wouldnt be any different from Ruby fighting a strong Beowolf
It might not kill her, but the fear manip is still pretty dangerous.

10 billion joules is Large Building level, + lightning bolts are more like 1 billion anyway. Neither value would yield Building+

1 billion is rather low for lightning. It varies from 1 to 10 billion, I simply went with the lower end and assumed it was the mid-end or lower.

They can survive or absorb multiple lightning strikes (not absorb consecutively), and assuming the lowest possible for each of those, especiallywitht he kind of storms there are, would be too much of a downplay for the profiles.

And again, slapping someone who slaps someone,

@Ricsi Ruby fights hordes of fear absorbing wolf monsters and other creatures that are far worse than the Werewolf on a near daily basis and smiles about it, this guy is nothing

None of that grants resistance to fear manipulation.

It's not done through looking scary, if not brave sim (the kind that are happy to meet Sim and react positivly to the aura of death vampires can have) would not be litirally pissing themselfs

@Ricsi Prove that its actual fear manipulation and not just the Sims being scared of the Werewolf
Updated it, plus the Terrifying Howl litiraly paralyzes the target so you can infect them.

Also just want to point out that natural lightning can be as low as 9-A
Not an average lightning. Only the smaller ones would be that low. Definitly not the ones summoned by warlocks/witches

Proof that its not?
The energy contained in a lightning 3 miles long or longer tends to be at leas 1 billion joules

Storm clouds tend to be far higher than that, and they are summoned in places that are at sea level.

Ruby for her great experience in fighting monsters very similar to the Werewolf, along with her Crescent Rose giving her a huge advantage in both melee and range, her Aura giving her an edge in defense, and her Semblance giving her the speed advantage.
