Two badass old super soldiers that outclass everyone else in their verse in terms of combat skill. Both are at their peak and the fight takes place on the middle of a helicarrier 5 Miles above the ground over NYC.

They start off 100 meters away from each other and Cap has his one shield.

Speed Equalized (Apparently Bradley's precog isn't good enough)

King Bradley: 0

BTW Bradleys Precog isn't good enough to not get blitzed
 
AP: Bradley is baseline I believe, which puts Captian America about 3x stronger

Abilities: Bradley most likely, Caps 8A with shield is very predictable with his precognition in play at a distance, but up close it will be a pain and it one shots if it connects.

Skill: This is really tough between the two.

Captian America is a war hero who single handily took on groups of Hydra Agents in power armor and defeated people like Winter Soldier who was one of the greatest and most renknowned assasins in history.

Bradley.....Well...

The dude straight up uses sheer skill to outright crush people with superior abilities to him like homunculous without Precog by just cutting them down.

Verdict:

Really close, but I give the slight edge to Captian America, he's skilled enough to hold his own, his shield allows him to go on a far superior defensive movement as Bradley's swords can break and Cap is capable of dealing with his duel blades by virtue of seeing them a million times.

Verdict: Smoking hot ma
