Bill Cipher vs Brainiac

Ya bill seems like he can do this only worry is brainiac mind manipulation but I don't believe it's in character for him to use it from the start. It really depends on who dose what first. His law manipulation and physics manipulation could counter brainiac's Immortality. So does bill see get rid of him or dose Brainac mind hax? So I go inconlusive.

Brainiac mind hax is not on the level of Bill Bill is pennywise level with mindhax
