I think that the power difference is not great enough for Vegeta to be immune to the Hakai, so I go with Beerus

Beerus. Vegeta needed rage boosts to defeat a novice GoD and if this is just a random fight where nobody's in danger than Vegeta wouldn't need to get angry. That and Hakai.

There is no difference between the two. The hakai is possible because of Energy of Destruction.
As for my vote, I'm going to have to go with Beerus. Beerus is not only superior in reaction speed thanks to Ultra Instinct, he is also far superior in power. Beerus would scale to Ultra Instinct Omen Goku, who was able to match Jiren's full power. Vegeta on the other hand got his ass kicked by a supressed Jiren after the battle with Toppo, and he even had the help of Goku and Android 17.

Goku's technique from the manga appears to be less effective than Gods of Destruction. Goku's takes longer to destroy, which is apparent when Fused Zamasu is able to react to the technique, open a portal, grab Mai, and knee Goku, all without even a quarter of his body destroyed.
