In terms of raw power, Dalien Brock from Dawn of the Jedi: Into the Void is very, very high up there in 4-B.

Like, he has a feat that yields around 8 teraFoe.
 
White Face could be the strongest - if not one of the strongest - 11-A, given that he has all the powers he has in his 2-C form, except that they are limited to a 2-D scale
 
Also from now on I'm just gonna remove characters who no longer qualify for a tier entirely from the list, makes things a little less cluttered. Only strike throughs I'm keeping on there are the 3 joke suggestions.

Definitely supporting the bit about Galbatorix for right now. Part of why he has no added matches involving his High 7-A key is because of just how broken he is.

Same problem is having Delsin Rowe, now that he's one of the strongest of his tier, he either stomp or get stomped.
 
Ainz Ooal Gow for the strongest 9-A? I mean, his casual spells are 9-A and mostly relies on durability-bypassing spells. With speed equal.

It shuts down the five senses and mind, and I believe Matt argued somewhere that in fact that was possible in saint seiya (mind haxing things with no mind).

Can dominate hundreds/thousands of dragons at the same time. Dragons, for the record, are usually above your average human mind.
 
@Kal + AFAIK. He was able to easily Dragon-Mind-Hax a whole army of soldiers who have resistance to mindhax.

Also, the more dragons he controls, the stronger he becomes. So he has a good good mind hax.

The being known as Bard is quite literally just a puppet controlled by and imbued with a portion of it true self's power, with its true self existing on a higher plane of existence which resides outside of time
 
As for High 5-A, Probably The New Kid , considering he's on a high end of the tier and has various TImehax.
