I just think it's rather pointless. You can mention it in his time manip power and ability. "Can fight with infinite speed characters via xyz ability" sounds rather weird to me. But oh well.

Eficiente, Confluctor and I agreed, with Eficiente, you and me in particular agreeing to add the fact Zoom can tag infinite speed via his time manipulation shenanigans.
So I'd think so. All other things in contention were fixed.
