Well the first part is vague, so I disagree with it.

I'm not sure about the second part though. Again, I don't know how Genm's games are entire universes and not just pocket realities at best.

Here is Genm's profile. The description of his Low 2-C rating are these: "Cosmic Chronicle is a game revolved around the collapsing of the universe and the user's is able to control the Game Area which is as big as the universe".
