Sora has Non Existence Erasure via the Keyblade on his profile, so he can negate Zamasu's mid godly. Anyway, Sora has plenty of different ways to incap and ways to counter. My vote goes to him.
 
I´ll go ahead and say that Sora is a very little bit above baseline, but considering Zamasu is 3-B+ anyways, that is easy to leave at a side

For the rest... well, Sora has a lot of options, but Zamasi being able to teleport spam reduces the viable options a lot, reducing them into Sora eventually just using the Ultimate Form, and after seeing that just smacking won´t do it, he´ll go for EE at the end

All of his moves are capable of doing this, even simple elemental attacks or strikes from his Keyblade are capable of erasing Nobodies.

Zamasu's being downplayed in the AP department.

Goku Black as a regular SSJ was able to beat the hell out of SSB Vegeta. SSB Vegeta is far above Base and SSJGoku, who was able to fight Hit after predicting his movements. Black later becomes SSR on top of that, which is a blue level increase. Later SSG to SSB completely shat on SSR Black. Merged Zamasu also sealed with Vegetaand Goku.

How does this downplay his AP?
 
Considering 3-B ranges from 8.593x1068 to 2.825x1092 in joules......don't even have to be a math expert to see the gap between the low and and high end is massive. 68th power to the 92 power. If I'm not stupid that's close to the 10^23/24 ish range which is over 100 sextillion difference. Or i could just be bad at math and completely wrong

Forget about why Fused Zamasu is 3-B, what I want to know is why is Goku vs Beerus is even 3-B in the first? They were going to destroy a freaking macrocosm during their fight, which is literally several universal sized bodies put together, no matter how you are into 3-B, effects a macrocosm by simply fist busting is already outside of a 3-B scale.
 
Just going to mention that Sora now negates Zamasu's type 3 immortality and Mid-Godly regen.

And that he no longer has conceptual attacks with every move, so this is no longer an stomp.

Shaking the universe is a 3-B feat. Destroying universe sized structures over the course of multiple attacks is also 3-B. And keep in mind 3-B is the largest finite tier unless you count 3-A which goes on infinitely without reaching infinite
