I gave up on Naruto way before Kaguya even came into the picture, so I have absolutely no idea what Kaguya's capable of other than reading what's on this thread. I'm still going to say Yukari because her abilities are broken as eff. She can always screw with boundaries and other haxed sht that has already been stated above.
