Does the hax even need approval before a profile creation? Last time I checked you only need approval for tier 1.

3 Staff is for Tier 0, 2 is for Tier 1, you don't need staff approval for abilities.

I guess they largely work. The last key tier seems to be 1-A so I would be fine with the 1-A key.
