Binah's NPI likely allows her to harm and interact with TW-- if Binah's Concept Manip doesn't outright disable TW's Timestop or TW in general.

Timeblitz GG is also something to consider for DIO, but given the Dura and Striking Strength difference it's questionable whether DIO can get the job done, without getting his head smashed or just completely out-arsneal'd after the fact. At face this MU really does look like "Can DIO kill Binah before she presses the kill button?"

I'm voting Binah for now, ignoring that this may also be a stomp in her favor.
