This is a very tough one but i have to go with Scarecrow because He is known as the "Duke of Dread" And "Pharaoh of Phobias" and the Yellow Ring is powered by Fear it's a perfect Match. The Yellow Ring gives the User powers like Force-Field Generation, invisibility, Phasing, Flight, create an Energy Twin and many more abilities

doomsday has the AP advantage since scarecrow is basically sinestro who is comparable to hal who is comparable to superman who is below doomsday

he may be able to use his abilities but from what i know doomsday has taken people like darkseid and hal out so i don't know if it will work for him that much
