Xeno Goku was equal to a Final Form Mira who absorbed Toki Toki.
The funny thing is that people heavily downplay toki toki and what she can actually do inside the verse.

He also drains life and adds it to his own. By using the draw ability that he learned from harnessing god ki, Goku is capable of sucking his opponent life force to heal himself or allies, before crushing it, causing it to explode causing fatal damage to opponents life.
Xeno Goku was equal to a Final Form Mira who absorbed Toki Toki.
He can also seal others powers completely with the key sword.
Reduce DMG
This is a passive ability btw.

concept destruction/alteration - can fight against Demigra who absorbed Toki Toki who is an abstract being who embodies the concept of time and controls all of space and time within the infinite multiverse. Occam's razor says otherwise, first off nothing implies that, second you need to prove that they're controling all higher Dimensions beyond the normal 3 Dimensions of space and 1 Dimensions of time.

Mira has never absorbed Tokitoki (and the one who fought Xeno Goku definitely didn't).
Xeno Goku already has the Key Sword, and the Key Sword already has Regeneration Negation (Goku's shouldn't, since that was exclusive to Trunks's fully-charged Key Sword, but that's an argument for another time).
Xeno Goku already has Draw (which he shouldn't, but again, argument for another time; also it's not God Ki-based) and Damage Reduction.
He doesn't have Conceptual Manipulation because even if your reasoning was actually legit (it's not), the Demigra he fought did not absorb Tokitoki.
Xeno Goku already has the Key Sword, and the Key Sword already has Regeneration Negation (Goku's shouldn't, since that was exclusive to Trunks's fully-charged Key Sword, but that's an argument for another time).
