• He should have a tabber for the Shakashuri and its powers (Aka Reality Warping, Creation, Existence Erasure, Logic Manipulation, Morality Manipulation and Precognition) given that's still an item of his that he can use independently from the tier he is.

I know this is might be a necro, but I disagree with how the tiering is handled. Since we’re basically going to remove the Varies rating for power-inconsistent characters later on, just make him solidly Low 2-C. Based on what’s said in the thread, there’s already enough tier 2 feats for him to solidly be just that tier.
