Scenario being that character A absorbs multiple stars from the sky casually, would that be the same as creating a starry sky and grant a Multi-Solar System level rating?

depends, do they use the power of said absorbed stars in their attacks then yes, however if they dont then you would need some other context to say that it would scale to physicals

Whenever he teleports, he is shown to absorb multiple stars, and characters describe it as the stars going out. It's stated it uses consumption for it's physical form to get stronger.

Why would it be 4-A? He's just absorbing stars, which is High 4-C to 4-B. 4-A is when the actual space between stars gets involved in a feat.
