After a long day of pursuing that pesky wabbit, Elmer noticed a talking toy in his living room and got freaked out, so he quickly took out his shotgun and decided to deal with a new problem

Elmer scales from a feat that has no calc, so I'll assume baseline (760 Tenatons).

Woody scales to be far stronger than 4.22 Foe.

1 Foe is roughly 24,000 Tenatons, so Woody's AP would be above 101,280 Tenatons, making Woody a little over 133x stronger, give or take.
 
The Mid-Godly Regenerationn negation that KH characters posses only works ON a Low-Godly to Mid-Godly scale. They can stop Heartless and other beings from regenerating after having their bodies and/or souls destroyed, but they have to get to that point first. We have no evidence in canon that they can negate Low-Mid to High-Mid Regenerationn. Their Regenerationn negation comes from stopping Heartless and other such beings from returning after their bodies have been destroyed. We have never seen it negate Regenerationn that stems from the body itself rather than the soul.

That being said, it shouldn't be that difficult for Woody to destroy Elmer's body completely before he can heal considering the AP difference. I'm not officially voting just yet, just clearing something up. Just because someone has something that works on a certain high scale does not always mean that it works on lower scales as well. Usually, but not always. Lernaean Hydra (Myth) for example has mid Regenerationn because it can regrow heads, but it can ONLY regrow heads.
 
Alright, but the 133x AP difference likely would let Woody destroy Elmer on a level higher then he can regenerate from
 
All his other abilities wouldn't do much due to either just not being useful (Like dimensional travel, and fourth wall breaking), or the enormous AP gap (Like electricity manipulation)
 
elmer does have plot manip, yes, but im not sure if he starts with it since he usually begins with trying to shoot the opponent with his shotgun
 
Also Rocket Ruckus could help Woody with the range problem (And his tens of meters range is just with his shotgun which would be useless due to the AP gap, and the magic helmet doesn't have a range listed)
