To be fair, most 1-A beings are of that level, so I'm not sure that qualifies for tier 0. There are characters such as Yog and Featherine who transcend beyond dimensional structures by what could best be described as countless/infinite degrees of infinity, and yet they are "only" High 1-A. Some characters, such as Nyarlathotep, have manifestations already well above dimensionless structures and the like. Nyarlathotep's true self is at least a single degree of infinity beyond said manifestations, putting it at least two degrees of infinity above "standard" dimensionless structures, yet Nyar is still only a fairly "basic" 1-A being in the mythos, at least by Outer God standards. It can be hard to remember that 1-A is technically one of the absolute widest categories we can possibly think of.
That said, given how the character is portrayed, perhaps "At least 1-A, possibly higher" would be more fitting?
