Why is there such a large tier difference on Zelretch profile?

Been looking at the profile for Zelretch and noticed that while his Prime is Low 1-C, possibly 1-C, his weakened state has stats comparable to normal Servants. I wonder why is that? Shouldn't atleast his Magic have the usual highter tier stuff, don't see why it would become weaker.

Because in his prime, he can conent with Crimson Moon who is the Ultimate One of Moon, and each Ultimate One is comparable to Gaia or Earth which is Low 1-C due to Avalon being 6 dimensional realm, and Possibly 1-C is scaling to Fate/Extra rating

I understand the reasoning behind the rating for Zelretch in his prime, what I'm wondering about is why his Weakened key doesn't have said rating, atleast for Second Magic since he's still capable of using it.

Yeah, he got weaker after using full-blown Second Magic against Crimson Moon, stop the Moon Drop
