Why is Part II Hinata weaker than Part I base Naruto?

Part II Hinata was shown fighting against one of the Ten-Tails Fission, and I'm 100% sure no Part I Naruto characters expecially Part I Naruto without Nine-Tails influence can beat them with a simple Rasengan. I mean, if the Ten-Tails Fission was so weak comparing to Part I Naruto with the Rasengan, then why the hell would it took the entire army of Part II Shinobi Alliance to beat them, when a single one can take care of all of them by him/herself? No, before someone tries to downplay Hinata by saying she has Nine-Tails influence. She didn't.

She used her own powers to beat one of the Ten-Tails Fission. Before someone tries to downplay saying the Ten-Tails Fission are fodders, they aren't. They all have portions of the real Ten-Tails power, so expect them to be bigger challenge then any Part I Naruto characters. Also Ten-Tails wouldn't be stupid enough to create bunch of fodders to fight against an entire Part II Shinobi Alliance.

1st off look at their profiles, part one Naruto is only 7-C with Rasengan and his Version 1 1st Tail in everything else he's Tier 8

2nd Ten Tails Fissions vary in strength, they don't all have the same strength evident to how Naruto can fight one just fine in Base and use KCM for another and might I remind you that she didn't beat it, it was still alive.

3rd Ten Tails acts on instinct so saying it wouldn't be stupid enough is irrelevant.

Yes, it's very possible for certain part 1 characters to be above certain Part 2 Characters them being part 1 doesn't mean much.
