Isn't Accelerator suppose to be the number 1 Esper here and Kakine being the number 2? So it makes no sense for a number 3 to be stronger than them.

Why is Misaka stronger than Accelerator and Kakine???

Accel and Kaine are stronger in all forms except for Misaka's final tab when she's forcefully made to approach Level 6. The Low 4-C part comes from her self-destructing at the end with the force of a Supernova.
It doesn't apply to her regular attacks.
