Kakine Teitoku is known to have an ability called "Dark Matter". This ability allows Kakine to create a new material that has never existed in the universe. This matter was truly new matter, something that had never been theorized or hypothesized, meaning that concept of Kakine's Dark Matter never existed at all in the To Aru universe. Even this material does not follow the laws of physics in To Aru.

Dark Matter is essentially an Esper ability. This ability can ignore the laws of physics. And because this is an Esper ability, it comes from Personal Reality. Personal Reality itself is the origin of why Espers can use their abilities, namely by controlling quantum probability and distorting the law of microscopic reality to change the law of macroscopic reality.

From this explanations it's clear that Dark Matter is a new concept brought by Kakine using his own Personal Reality by controlling that quantum probability. Also, even Magic God like Othinus who have knowledge about the world, not only in magic terms but science terms too can't create Dark Matter of those Kakine's created. Thus, Kakine qualified for Conceptual Manipulation type 1.

In conclusion, Kakine Teitoku got Conceptual Manipulation type 1 by creating and manipulating the concept of Dark Matter itself. And scaling from this, Accelerator will get better Information Analysis because he analyse the concept of Dark Matter.

No, he says "The dark matter I created is something that doesn't exist anywhere in the universe. Not because we haven't found it or theoretically it should exist, or anything dumb like that. it doesn't actually exist." he doesn't imply anything of it theoretically not existing either.

Everything can be fundamental, and isn't being concepts. Fundamental do not equal to concept. I swear, i saw so many CM hax recently that was given simply because they are fundamental, and they created everything in the verse
