Why is Lille Barro weaker than Gerard Valkyrie?

Even though he is the leader of the Schutzstaffel who almost killed their current Captain Commander in a fight who is stronger than everyone of the current Gotei 13 after Genryusai Shigekuni Yamamoto's death?

Strongest maybe in physical strength, but Kenpachi is a fodder in everywhere else. It would make not logical sense for a Captain Commander to be weaker than a member of Gotei 13, or else this is a equivalent of Aizen being weaker than his own Espada Army.

Um no, Shunsui says that Zaraki is the strongest soul Reaper as in, he cannot beat him. Not only is Zaraki physically the strongest, but we have Shunsui saying he cannot win against him. But featwise, Kenpachi was shown to be much weaker than Toshiro during his fight against Gerard let alone Shunsui who taking on against Lille and even managed to kill him in his first Vollständig form. So unless statements can be backed up by feats and proofs, it's considered a subjective interpretation which we don't use in this site or else Sentry would be High 1-B for stalementing Galactus in a fight all because Spiderman said so.

Actually there was a six month time skip between the manga and the Novel and since Shunsui is either doing Captain work or being lazy its largely assumed he keeps the same strength with very little growth. While if im not mistaken Kenpachi is said to be able to control his Bankai more properly, which implies he's been training and taking Kenpachi's personality into consideration it is very likely that he has been training

Bleach tiers require revisions. Since we dont have higher tier feats to scale post timeskip characters to, they just get added to the scapling chain.

Yeah a whole bunch of characters need new keys and better scaling. Some Post-Timeskip Lieutenants are likely stronger than Soul Society Arc Captains based on their feats.

But yeah, that's after six months. Quincy Arc Shunsui would completely shat on Quincy Arc Kenpachi, because not only Toshiro performed much better during his fight against Gerard than Kenpachi did, Shunsui on the other hand was taking on against the Leader of the Schutzstaffel, going as far as killing him in his first Vollstandig form.

So why was Rukia afraid of Hollow Muramasa destroying Karakura Town when we have characters that can destroy mountains way back in Soul Society Arc?

Geez that might be because she's afraid of how many people he's gonna kill ? Which might upset the balance of souls ? Besides depending on how you do it, destroying Karakura might give a very large result, like if Yamamoto didn't tank his own flames the damage caused by it would indeed reach quite high
