Why characters from JoJo has massively FTL reactions?

I don't mean stands, but humans like Jotaro - why they has massively FTL reactions?

They can react to other Stand going to attack them without having their Stand summoned, and they can react having their Stands fighting other Stands at this speed, or seeing other Stands doing this.

Part 2 Joseph made a MFTL feat and fought Kars, who did a MFTL feat too

and Part 3 Joseph should be somewhat comparable to his younger self

So stand users have that to back up their MFTL rating

Also, the J. Geil thing was clarified with the reasoning that beams of light are ridiculously hard to see in well-lit areas, the situation where the MFTL feat happened.
