This will be an upgrade for everyone CR2 are higher for being able to dodge or intercepting the 3rd level Spell Call lightning.
Those cr2 or higher without evasion, or shield guard would be upgraded to mach 13.04
Those cr2 or higher with evasion would be upgraded to Mach 64.13
Those cr2 or higher with shield Guard upgraded to mach 230.90

Now for reactions these go higher though a spell called Flashing blade this spell amps the users speed but the level depending on the tier of the character. were CR1 to CR14 this spell boosts the users attack speed up to 5x faster. Through spells like shield, the warcaster's ability reinforce their forcefield, the warlocks ability to treasure damage and the ability like bodyguard. They are able to react to attacks.
For those that are CR/level15 and high would scale to the full power version of flashing blade, and the spell Cyclone boosts the users attack speed by up to 18 times with the same abilities shown above plus the menoth paladin's Mayderdom ability would make them scale to mach 4,156.2.

7-B should scale their full speed to the mach 4,156.2 thanks to Garrick Voyle with his blessing as he could attack the likes of Dartan Vilmon before he could react, and characters like The Harbinger of Menoth can intercept attacks at this speed As for reactions Omodamos, The Black Gate has flashing blade as a personal spell. using similar abilities shown above the 7-B and higher can react to these attacks making them mach 74,811.6 or .08% the speed of light.

So to conclude the changes are the following
CR1 and lower would have their reaction speed made higher into Massively Hypersonic
CR2 and high without any extra abilities would be Hypersonic+, with Massively Hypersonic+ Reaction speed
CR2 and higher with evasion would be High Hypersonic+, with Massively Hypersonic+ Reaction speed
CR2 and higher with shield guard would be Massively Hypersonic, with Massively Hypersonic+ Reaction speed
CR15+ would have Massively Hypersonic+ Reaction speed
7-Bs, weakened gods, and gods on the mortal world would be Massively Hypersonic+, with Sub-Relativistic+ reaction speed
The dragons, and the strongest Giants would be Hypersonic+, with Sub-Relativistic+ Reaction speed

You are applying the number of targets of the techniques/spells as a multiplier for speed, which I believe would go against our multiplier standards:
Multipliers come from direct statements instead of being reasoned from something else. That means, for example, that if a verse has powerlevels or statistics, the doubling of a statistic or power level should not be concluded to correspond to the power of the character doubling, unless it is clearly specified to work that way.

Edit: I brought this up with others, and another point rose up. These attacks seem to be happening simultaneously (directly stated as so for Flashing Blade even), which would also automatically discount them for multiplying speed in the first place.

This can't be a multiplier for speed, the attacks are happening simultaneously as per your scans. Don't even need to use multiplier standards for this one.

Think of it like this: You are a dude punching at 15 m/s. Then you spawn multiple clones of yourself who punch at the exact same time. All this does is grant you greater AoE, but your speed is still the same.

That really doesn't indicate the multiplier, just that the strikes are too fast for the eye to follow, which most likely refers to the overwhelming numbers or just the punches themselves individually being too fast to follow.

Even if they came one by one there is still no indication of the individual punch itself being amped or having a multiplier slapped on it.

so an ability that lets a person make up to 18 attacks in the span of a single one (Warcasters can only make a single attack a round) does not count as moving 18 times faster since reasons. Okay got to love this site's logic. lock the thread i'm done here.
