Question about pucci speed

Because Jotaro scales to a speed feat greater than what Pucci's base speed scales to.

Cos Ftl is mih base speed. Dis is cause Ws scales to Jotaro only through a surprise attack, so he was scaled to his ftl. And mih has no scaling in base except for being an evolution of Ws
