It does actually, nothing of this sort of scaling makes any sense narratively speaking at all. Most High 1-A and 0 characters are already kind of frowned upon by a lot of people.

It's not that hard to do. You just have to write characters on par. If everyone is Universal or higher, it's no different than a bunch of street level characters up to island level. The only hard part is finding a reason that they don't accidentally destroy the entire universe when fighting and that can be explained by them pulling their punches or the excess damage being absorbed by the character.
That's not how it works. Sonic for example doesn't blow up the universe he's in automatically because he's tier 2 in base. The level of destruction in fiction will always be inconsistent regardless of ap.
I'm only saying it in that way because there is simply no way it will work, and it shows with the fact that nobody here is on your side. It'd be much better for your manga without all of this mathematics and unnecessary level of power. Believing that a narrative can work that way is plain delusional and everyone agrees on this.
