What new thing would a SSB Mario Profile have?
There's your answer. Same reason we have a Toei Goku and Manga Goku, Toei anime has enough different aspects to it that additional abilities and an entirely different scaling chain exists for him.
Wii Fit is no different, with a different tier and entirely different and more numerous abilities.
Did you actually look up the meaning of relevancy concerning the rule or are you just deciding on it arbitrarily?

Who Killed Captain Alex is totally fine as a verse. I don't like what I'm seeing on some files but it's not really different from other action movies besides where it was made and that it eas only like $200.

If we allow every SSB character a profile, we'll just have a billion duplicates of the same profile.

Its only Captain Alex that needs additions, and also Richard needs to be 9-C physically for when the additions are approved (To scale to Alex and Bruce U)

Wii Fit trainer has a profile because it is different, massively so, from her in her original game. Mario wouldn't be anything new, if perhaps just him with a different tier.
Obviously there isn't gonna be a profiel for every character in SSB, because there isn't one for every character in the first place.
