In terms of sheer raw power and no hax, it looks like Hector (Fire Emblem) is the strongest 6-A character do to being physically the strongest of the FE 7 cast. And Dragon Ball characters are really hard to judge, but they have quite a few really high 3-A characters. (Not to be confused with High 3-A), but there are so many 3-A to Low 2-C characters that dragon ball seems to not know how to differentiate very well.
