Depend on how many Transformers Tier 1s have shown up in the cartoons. I kinda find the fact that Bill Cipher was a contender at some point hilarious.

Kami Tenchi used to be 0 but was downgraded to 1-A with the new system. Unless the Chousin are High 1-A, Kami Tenchi isn't becoming 0 again.

If really explicit information and proof comes out that he's not only transcendental but also completely qualitatively superior to them to the point that even surpassing infinite levels of higher existence and beyond would never bring them close to him.... then he's at most High 1-A. Otherwise, he's only 1-A.

DCAU Mxy may not be be the same Mxy (The comics have a history of fubbing up its "DCAU universe"s connection to the show.) but he's the strongest character in the DCAU with feats by far (The Source is also a thing but is featless.).
