Going with Sans due to much more hax abilities and versatility for both rounds. For round 1, I imagine him just spamming gasterblasters and bone attacks before Spongebob can begin to write in the magic book, and for round 2, Sans will simply speed blitz him.
 
I think that this is a stomp. Sans is much more haxed, and Spongebob's AP is equal to Sans dura meaning that he can't one-shot.

And round 2 is a blitz.
 
Spongebob sold his soul once, so Sans soul manipulation probably won't do much. Also what's stopping him from turining Sans into Mayonnaise; it perfectly in character since he transmuted people multiple times before.
 
Expect SpongeBob range only a few centimeters while Sans know how to keep himself far from distance.Even without hax SpongeBob durability only below average to wall level,Sans bones are wall level and his durability now are building level.Not to mentioned Sans can keep doing his danmaku repeatly,spamming gasterblaster and bones teleport Spongebob outside his range or teleport into his traps.
 
Then again, the hax also allows him to grow in size, breath on land and transform into the Invincibubbble form.

Remember that Spongebob is very skilled with imagination (as seen in that one episode), which means he can also pull even more stuff on Sans.
 
As from i seen SpongeBob only Wall level as best while in other hand Sans now are Building Level even with his physical stats.Sans is much smarter than him because you said SpongeBob is skilled in imagnation,Sans is shown to be a genius, both in a tactical and scientific sense. If his workshop is any indication. He was also able to tell how many times he had killed Chara/Frisk simply by looking at their face.
 
I change my vote to inconclusive or maybe (big maybe) a stomp; Sans got upgraded to building level (forgot about that when I made the first comment) meaning he probably one shots also he can counter gravity manipulation with his own + teleportation, and technically due to Spongebob's size in show his range sucks (but if Spongebob is the size of a normal human in this fight he could transmute Sans).
 
Sans uses his Danmaku and Telekineses in the first round to completely disorient Spongebob before he can do anything useful such use the book page. In round 2, Sans speed blitzes.
 
This is easily a stomp and there are many ways San can punt this guy. Sans could just blast Spongebob before he could move even an inch, use Blue Mode to slam him over and over again until he dies, impale him with a bone, or just frustrate and drive spongebob insane to the point of committing suicide by erratically teleporting around and irritatingly slapping and insulting him for probably hours on end whilst at it.
