The Doctor has built a time flow analogue that could disrupt temporal machines, out of tea leaves, cups, bowls, spoons, and saucers, turned a spaceship's power core into a giant magnet, built a timey-wimey detector that "goes bing when there's stuff" and can also boil an egg at 13 paces, he can build devices that counteract reality warping and direct it back to kill the user, rigged up a computer virus that has the same effect as the Silence's natural ability, creates a computer virus in a very short amount of time, making every computer and network on Earth reset their counter to zero in The Eleventh Hour, when the Eleventh Doctor was stranded on 21st century Earth, he constructed a scanning device out of junk and household utensils and he can think at superhuman speeds.

Honestly, that isn't surprising when his TARDIS has the same feature (The Doctor's Wife).

"Im guessing the Force Feild blocks out things like Death Manip and Mind Manip?" It might not exactly need to. The TARDIS' dimensional transcendence could have it covered. In a comic, the TARDIS was immune to an EMP (one capable of shutting down all the tech on a planet) due to its dimensional transcendence. It probably could though considering he isn't dead after fighting beings who should be capable of this and much more.

There's a ton of abilities missing from the TARDIS as well (Placing a Gravity shell around ships {one powerful enough to withstand white holes capable of devouring solar systems}, entering "Conceptual Space, more advanced portal manipulation, Biological Manipulation powerful enough to change Einstein from an Ood back to a human, the ability to create an advanced 12 dimensional data map of the environment around it {and also other forms of information analysis}, the ability to rebuild after being damaged, cauterising parts of the universe from eve 5-D entities, Resistance to Existence Erasure and Time Manipulation from scaling to Kinetic Extrapolator shields {which it has}, resistance to spatial manipulation, Extractor Fans, Perception Filters, even more adavanced Matter Manipulation, and random powers)

Also, it's stated in one episode that the TARDIS could blow a hole in time-space by simply turning something off (A Good Man Goes to War).
