While Shiki has only received basic training, he learned advanced techniques by observing and mimicking his father.
 
Statistics Amplification is when a character raises their parameters in the middle of a fight, and this is not related to their base form or some sort of “hidden power” that has been hidden or held back.

These boosts are usually temporary and are specific to one or a number of statistics.

This is also not to be confused with a change in form or state, and is thus not typically associated with any new abilities in particular.

And I repeat, not to mention that "stat amplification" is not in his list of skills.

Dr. Arach remarks that Shiki's body is specialized for burst of movement; his bones are lighter than the usual human, almost like a bird's, and his muscles are structured unusually.

It is rather an increase thanks to a specific ability and not a Buff as such would be the Kaioken.
Since Shiki does not have "stat amplification" in that case he would still use the equalized speed (since I don't think Goku uses the kaioken)
