She only has power where the wired exists, which is wherever the schumann resonances do, so Earth.

EDIT: nvm, if it's real world, Lain takes it because her power in the real world and wired is essentially the same after protocol 7 is activated. She can warp not only the reality in the wired, but the real world too.
