So the cat can one-shot Whis (which is hilarious) but unfortunately he can't land a single hit what with UI and all. Whis would eventually either use that sealing technique of his or erase him from existence.

Speed Equalized + Ultra Instinct basically makes any physical attacks pretty difficult to land, if not almost impossible. The closest thing to tagging UI Goku was Danmaku spam (Grazed him only) and someone who broke their own limits and was pretty much stomping UI Goku (Until Goku got pissed off)

I compared and i give the win to Whis even if he doesn't have the AP advantage, Pressure point, matter manipulation, BFR and EE (depending on what is most IC for Whis against someone with similar AP, IMO Whis just BFRing at the start is pretty plausible) should take care of the fight.

Streaky would probably lead with CQC seeing as he has no hax or other notable abilities to speak off. Whis has never been in a serious fight but I'd assume he'd lead with either BFR or transmutation since those are abilities he's been shown to use rather often. Not that this matters since the cat can't land a single hit so Whis is free to try all his options until one sticks.
