This is the same as Dark Schneider vs Goku. Whis can likely bypass Dispel Bound due to his speed and AP, but can only destroy Satan's physical form due to the Eternal Atoms. HELL, he may not even be able to do that so easily since there is a good chance than Satan is Universal himself...
He does also have reality wiping hax, but Whis has the insane speed advantage meaning that he likely won't land anything...

At least Galaxy level in base. In his Augoeides, he is much higher to an unknown degree. He is also hyped as a universal threat from several statements and because he was able to casually create a miniature scale Universe in his hand.The Living Tribunal1 said:

Satan has godly regen, I don't think KO will work.

So he doesnt have reality warping just regen,dispel bound and eternal atoms.I think this is a stalemate whis cant put satan down or even ko him cause of his immortality and regen and satan cant hit whis cause whis is too fast.

DBS really needs some good hax to beat character with Godly regen, even if they can break dispel bound it still won't do much to the hax characters. Godly regen is perfect counter to KO

Whis could only kill Satan on a physical level. Satan needs to have his atoms destroyed on physical/spiritual/astral levels at once to be killed. Not to mention Satans Low-Godly Regenerationn, even if Whis somehow killed Satan (which he could not) Satan would just regenerate, Whis has no way of stopping this.
Whis has never shown any resistance to reality warping. Satan stops time, then reality warps Whis into nothing.

I know this is old but I agree with everyone here who said this is a stalemate. The high-level Bastard characters like Satan and Dark Schneider have Regenerationn far too high for any Dragon Ball-verse character to actually kill them for good, as they can regenerate from being a disembodied consciousness if I'm not mistaken. On the other hand, Whis is far, far, FAR too fast for this dude to land any significant hits. So it would be a literally eternal stalemate.
