Where does Low-2C Blue come from?

"After breaking his limits by achieving Ultra Instinct -Sign- a second time, he managed to fight against Jiren, who was finally showing a hint of his full power"

This is all the information given for Universal+ super saiyan blue Goku that I've found, and I haven't seen much else.

I'd honestly wouldn't even care if this was downgraded to a 'possibly' or whatever, but I just want to know why super saiyan blue has this rating with such a vague explanation.
 
There's nothing vague about it. It's explicitly stated that Jiren is the strongest foe they have ever faced. Goku pushed him to trying that hard in just Blue.

In other words Infinite Zamasu is Low 2-C and people present during Infinite Zamasu outright state that a heavily suppressed Jiren, who was pushed that hard by Goku's Post-UIO2 Blue, is stronger than Infinite Zamasu. Thus scaling Jiren above Low 2-C and making it evident that Goku would have to be at least comparable to push Jiren that hard.

That's the rationale to my understanding at least.
 
If it wasn't vague, then I wouldn't have made the post to begin with. The problem is that it is.

I don't get where the "Goku pushed Jiren that hard" comes from. So I came to the page to see a better explanation, and that's literally all it says, with no link to any image at all to verify the statement.
 
In other words you want a screenshot of the quote in-question? Okay, well, I will source it.

Episode 110: Shin, The Supreme Kai of Universe 7 who was present for Infinite Zamasu, states, and this is a direct quote, "This power feels different from anyone we've ever faced before" (Timestamp: 5:00). Whis then follows by claiming that Jiren is akin to a God of Destruction and may have even surpassed it.

Episode 123. Goku Blue vs Jiren. Goku pushes Jiren harder with Belmod declaring that he hasn't seen Jiren 'like this in a long time'. A single blow from Jiren has Goku drop from Blue to Base out of sheer shock and say, and I quote, "I've never been hit by such a strong attack before" at timestamp 17:07.

In other words the Jiren that fought Pre-UIO SSBKKX20 Goku was already considered unlike even Infinite Zamasu in power. Belmod then says a while later that he hasn't seen Jiren use so much energy in 'a long time'. This is against Goku with just Blue.

In other words Jiren was already beyond Infinite Zamasu's energy and Goku Blue pushed Jiren far harder than even UIO1 Goku could...who was already pushing Jiren much harder than SSBKKX20 Goku could...against a Jiren that is already said to be beyond Infinite Zamasu's energy.
