When to use peak human perception?

When would it be appropriate to use peak human perception (0.00454545454 seconds) rather than peak human reactions (0.102 seconds)? Of course, perception gives the better results, which is what I'm trying to get at. But, I have no idea whether or not I should it.
 
Can I use it if the character getting blitzed (Y) says something along the lines of "X is too fast for us"?
This is just standard blitzing, probably not even necessarily a "faster than reaction" feat
I don't believe so, though this might count for faster than reaction.
Can I use it if Y's eyes were wide open and locked on X before X blitzed them?
Definitely not, in fact this is a textbook "faster than reaction" feat
