Ehh... I'm pretty inconclusive on this one. Glados likely has better intelligence, while Wheatley seems to have slightly better equipment. They're pretty much the same otherwise. Neither have a massive advantage. Inconclusive for me.

Wheatley's stupid but he actually covers his defenses pretty well in his final boss battle, thinking he might take it.

There isn't any rule-specific amount of time before bumping threads. However, typically people will do it after about 24 hours, and at the absolute lowest people will often do it around 12 hours after the last post. This is just generally to avoid spamming the Forum.
