Whats the highest tier this can achieve?

Nothing, lol.

It really depends on how it's treated in-verse, but whatever level of reality the story takes place on is treated as its "baseline". If its explained that in each atom exists an entire universe, or multiverse, those smaller realities would be seen as beneath the baseline, and not matter for scaling.

That is, unless the series takes place in one of these smaller realities, and we see a character ascend to this higher level where each of his atoms are universes. That may be 5D (Low-1C) but more than likely would just be universal to multiversal
 
It can range from 3-A to Low 1-C depending if they're IRL universe sized or not.
