Self explanatory. What characters whos tier is below high 1-C can defeat the doctor with prep?

Seriously tho, one thing to keep in mind is that The Doctor with prep has Infinite speed and Immeasurable attack speed, as well as Precognition, so blitzing the opponent before they use their hax can also be an option, depending on the opponent.
