If you were writing a story and decided you wanted a Tier 0 character to play a role, how would you go about that and what would it require?

What is required for creating a Tier 0 character?

Well, first take a look at the definition of tier 0:
"Characters that far exceed the requirements for Tier 1-A. Such characters will usually stand hierarchically above everything, including existence and nonexistence, possibility, causality, dualism, the concepts of life and death, etcetera."
The definition says that he has to exceed baseline 1-A, therefore, you should have 1-A beings before having a tier 0 one, it's would be much more clear after that.
As if you have... i don't know 5 baselines 1-A beings and one character stated or showed that he stands hierarchically much above them to the point the difference between them is like the difference between 1-A being to every pl lower than 1-A... because as i see it there is no difference between high 1-B to 10-B from a 1-A viewpoint as they both can't even damage him in any possible way i can think of...

It would usually require an extremely advanced hierarchy of transcendence, at least for the most impressive tier 0 characters, such as The Creator (Umineko no Naku Koro ni) and Azathoth.
