What is low reality warping?

I think the title explains itself. I don't understand. If you have reality warping at all, then why would you have limits? Even if your had low reality warping, couldn't you just use that to warp your limits and make yourself not have low reality warping?

I dunno. This kinda confuses me. What differentiates low reality warping from traditional reality warping?
