What does "Street" level means exactly?

When I didn't know the scaling, I thought "Street" meant this but why is under "Wall" level, if a "Street" is much bigger than a "Wall"?

Then, I saw that, "Street" isn't literal.

Is it an expression in English?
 
"Street" here is not to be taken literally, but as an allegory for how certain characters are very limited in scope. Barely stronger than humans.
 
I believe Street level should apply to characters/fighters that can comfortable handle themselves in a fight that occurs in streets and urban areas and stuff.

You would at least have to be in peak physical conditioning and strength to do so.
