What are the ways to bypass passive powers?

Basically, we know that passive powers are those that are always active, but is there a way to get around this with speed? If yes, what is the minimum requirement to get it?

Putting it as an example, let's suppose that X character has FTL speed and has a passive that the opponent can't resist, but this opponent has an absurd amount of MFTL+ or in more extreme cases, even infinite speed, so will the passive work first or can the opponent blitz and win?

Another question is, in another similar situation, but adding that the infinite speed opponent also has passives that the FTL character cannot resist, so we must deduce that the passives of the infinite speed character is faster and therefore he wins, or is this still an incon and character speed has nothing to do with passive?

in that case, the second example would be an incon? Since both would have passives that are effective against the other
My bad, I misunderstood the question to thought that mftl hasn't given passive. Infinite passive speed will win in that case.

My bad, I misunderstood the question to thought that mftl hasn't given passive. Infinite passive speed will win in that case.

If its passive it doesnt really matter the speed. There is no speed blitzing a passive because for the most part they exist even if the user is not aware of it, it does depend on the case because some skills have flaws
