About powers

So, a character has some powers that he gained in a previous arc, but only shows them later, would he get the powers in both keys?
(sorry, I'll just be asking things I don't know the answers to here.)

If the franchise confirms that the character already had those powers and decided not to use them for lack of necessity, both keys would be upgraded.
Or if, say, a feat happened in another arc, but it's tied to previous abilities of the character
If a new ability that was developed or an extent of power beyond previous showings, only the latest key would have it.

I got another question. This character got a new power that has the following effects: "A title given to those who have completely comprehended the supreme law of fate. It grants knowledge that shines the light for the way forward, as well as granting what the title suggests: control. The type of control granted by fate is to allow the user to break away from the river of fate of their Galaxy as they gain the ability to traverse outside of it. The user also gains the unique essence of a Controller that makes many unknown possibilities into a reality."
What would this imply?

Would this grant some form of Acausality or something else?
Could be Acausality of the 4th or 5th type. Also probability manipulation for the last part of your citation. But for this kind of quote, examples that show how it works in practice help figure out the exact ability. Makes indexing more concrete and coherent.
