What are base stats???

base stats mean their normal forms outside of power ups or upgades.
Goku's base form is his normal black hair; no Godly forms, no Super Saiyan, no nadin.
A Giant Robot's base form would be say, the base skeleton/robot with no rocket or chainsaw upgrades.
If Haki is something they can use even in base form, then yes. Haki is a technique. Like Goku can use Kaioken even in Base.
