Hmm. So Wave has slightly higher AP, however Yang can get stronger from taking damage. I think Wave should be better in close combat (maybe) and he has better intelligence. He could take this by knocking her out with his slightly superior AP.

Going with Wave for similar reasons as @Burning Full Fingers. I would also like to point out that Yang's semblance can be overloaded if she absorbs too much energy and once that happens, she'll be left spent and on the ground as a sitting duck.
