Context of the scene seems to point towards Rosalina, not to mention the fact that she's the one who talks to Mario before the universe is recreated, protects him from its destruction in the first place, and is the "mother" all all the Lumas.

Nah, its was the lumas who recreated the Universe, Its says that in the guidebook, the only thing rosalina did was to shield Mario/Luigi and peach from the Big Bang, so Rosalina ain't universal, it's a very common misconception
