Unless I'm missing something, Momoyo has no way to counter Medaka's absurd Supernatural Luck.

So luck will conviniently make Momoyo not to use Mind Manipulation before Medaka uses All Fiction, activates Encounter or anything which lets her win.

Also, since Momoyo's resistance to concept manipulation is not specified, I guess it's type 3, so it won't resist all fiction (and all fiction is causality Manipulation to begin with –which Momoyo does not resist), so she should be affected.

Medaka doesn’t use hax in character unless really needed, like how she tried that against Iihiko. Although she might have to given how Medaka is weaker physically here.

Medaka used all of her haxes against Iihiko in the short of their first fight once she noticed her attacks were ineffective.

So she would do it here once she notices her attacks are doing little to no damage due to the AP difference

Is there anything stopping Medaka from just reviving herself with All Fiction if Momoyo were to kill her and due to her abilities being able to match Momoyo physically after a short amount of time seeing her fight.

No not really. Not sure if speed unequalized even matters if Medaka can’t even be put down. And because Medaka’s own strength doesn’t match with Momoyo’s, nothings stopping her from using hax.
