Dracula is resistant to telepathy and can manifest in dreams, but against mental attacks, I don't think he's got anything...
 
I believe Voldemort may have the edge due to the Unforgivable Curses (Imperio and Crucio anyway), as well as some of his other lethal spells such as Fiendfyre. But timehax and invisibility may be a problem, and Tom's gameplan will be gimped a little due to his inability to mind-read in this scenario.

What are some of the relevant things that Dracula can do in this fight? Also, how good is his time-slow?

Well, Dracula is most likely relying on his physical advantage, as he always does. He would necome invisible and go for Tom's throat, intending to bite him. Or try to hit Tom with a air blast. He would not bring up a time-slow immediately, as we could see in his fight with Simone. Actually, he only uses it when all his other powers are going to likely fail - which was the case with Simone.
